-Tenure: 29 years of satellite command, control, and payload communications ground terminal operation and maintenance for eight Joint, Defense Information Systems Agency (DISA), Diplomatic Information Security Agency, Department of State (DoS), NASA, NGA, NR Operational Center (NROC), and other Intelligence Communication agencies, and Network Operations Centers and Defense Communication Systems (DCS) employing hybrid networks across the Defense Global Information Grid (GIG). Utilized a variety of tools to monitor and optimize network and data global infrastructure including but not limited to Tivoli, What's Up Gold, Remedy, FORMULA, Alcatel SMS, Cisco Works, and human-machine interfaces IAW Defense Information Systems Circulars, Industry Engineering Standards, NASA Procedural Requirement (NPR) 1600 series, CNSSI 4000s, NIST 800-47, and DPTSO Engineering parameters. Lead engineers and support staff comprised of 5 - 30 personnel directly and with a system of first-line and mid-level supervisory team to accomplish the mission, engineer and architect new systems, complete test requirements, and infrastructure testing in preparation for delivery to customer and follow-on launch resources. -Operations: Skillset specializations are installation, operation, and maintenance (IOM) of Satellite medium and heavy ground terminals, high-speed data assemblages Optical Carrier (OC) transport, DSU/CSUs, Promina 400, and Asynchronous Transfer Mode (ATM). Perform Laser Communication Relay Demonstration (LCRD) optical transport engineering, space vehicle state of health, TT&C, payload engineering, and ground systems to ensure reliability and proper functionality. Assemblages include switches, multiplexers, and administration of over 12 networks to provide data, voice, video, and backbone connectivity circuits to international and CONUS DoD and other US government agencies. Additional duties include operation and maintenance of network COMSEC aids and serial (KG-95, KG-194 (a), KIV-7, KIV-19, KGX-93) and IP (KG-175 A/B/D TACLane, KG-75/FASTLane, KG-235 Sectera, KS-252, MCU-110B, MYK-16B/A, ECU-400, KI-18, KI-700, KG-250 series, ASIC applications, KGR-42, HAIPRE products, and (KGR/T) KG-287 encryptors. Maintain chain of custody of firefly, traditional, and tape key materials for multiple accounts at INSCOM and other DoD organizations. Employs, troubleshoots and configures Electronic Counter Counter Measures (ECCM). -IA/ISSE/System Administration: Constructed SSP IAW with NIST 800-53, National Security Systems-CNSSI 4005, and 4009. Executed role as COMSEC Controlling Authority, Hand receipt holder, AF COMSEC Responsible Officer (CRO), COMSEC account quarterly inspector, and COMSEC equipment administrator for configuration and network design. Defense Information System Agency Circular 310-130-2, IC regulations, and service level agreements. Provides guidance to management for current and proposed investments in telecommunications and network facilities. Constructs the overall system architecture of the technical solution, including external and internal interface analysis, internal interface definition, and functional requirement allocations. IASRD, RMF, CSfCS, One time use encryptor certification, encryption key management, chain of custody, COMSEC Tier 0-2, COMSEC Controlling Authority support, and RED/BLACK, emanations, and encryptor SME. ATO, IATT, Control Assessor, STIGs, Interagency security reciprocity, SCIF inspection, and space/ground segments ISSE role. -SATCOM/Ground Segment: Link budgets, RSSi, Crosslink Analysis, W/sr, Satellite Relays, Payload initialization. Ground optical terminals, ICDs, command and telemetry formatting, exfil, infil, and relay systems. Systems fault isolation ranging from ground system transmission polarity, RF interference and modulation, baseband, IP, protocols, multi-homed UDP/IP telemetry commanding products, ground system tracking and acquisition, and laser/ground modem/transport technologies. COMSEC and cryptographically equipment and ancillary infrastructure and key material troubleshooting. Performed configuration on mid-level Cisco routers, gigabit switches, and IGX transmission media. Operate and maintain multiple CSU/DSUs, fractional T-1, E-1, DS-3, and various Optical Carrier (OC) data rates up to OC-48. Configure DCE/DTE devices to communicate via various electronic standards (EIA 530, 232, 449, 188-114) using Time Division, Frequency Division Multiplexing. Performs Unix/Windows administration duties, including administration of Windows/UNIX based operating systems and minor scripts/batch files. -Space Domain/System Engineering/Fault Isolation: Systems fault isolation in ranging from ground system transmission polarity, RF interference and modulation, beam forms/waveforms, Modulation/Demodulation, space domain encryption, link budgets, extended field of regard analysis, SIGINT, system engineering to define requirements, establish traceability through lifecycle process and validation. Launch Compatibility Testing, Laser Communication Relay Demonstration (LCRD), spacecraft resiliency and anomaly response. IASRD, red/black analysis, spacecraft risk management framework and overlays.
