The Advanced IT Business Systems Analyst helps client areas achieve their objectives by serving as a resource in the analysis of business and user needs, and application of technology solutions. As an Advanced IT BSA, this person will lead the projects with the highest levels of risk, complexity, budget dollars and impact to the business. Oversees the preparation of technical documentation including technical design document (TDD), flow charts, models, procedures, user guides, scorecards and reporting. Provides consultation to define and achieve objectives, identify risk, and propose and implement technology solutions. Conducts feasibility studies, prepares business and system requirements/specifications (BRS & SRS) to support the design of technology solutions. Provides input into cost estimations and project plans. Supports user acceptance testing, documentation/reporting, and post implementation production support. Conducts root-cause analysis and oversees issue resolution for the ongoing operation and maintenance of technology solutions. The Advanced IT BSA possesses extensive knowledge of the multiple contact channels, supporting business operations and a strong knowledge of the IT systems/applications used. Assigned to complex projects, systems or initiatives. Advanced IT BSAs lead efforts, oversee work results, provide training and serve as a mentor for other IT Business Systems Analysts.

Essential Job Functions:

  • Leads projects with the highest levels of risk, complexity, budget dollars and impact to the business – from initiation/planning phase through post-implementation warranty phase

  • Provides oversight as well as serves as the functional and technical lead during development and implementation

  • Collaborates with IT Business Architects to develop architecture designs (including Business Process), capability roadmaps and strategy approaches, including conducting complex ROI analysis

  • Responsible for leading/facilitating business and system requirements gathering and determining technical impacts, including the development of technical design document (TDD), flow charts, work flow tables, mapping documents, integration specifications and provides system training

  • Reviews and clarifies user acceptance criteria with the stakeholders, and works with development lead/technical architect to layout technical design

  • Possesses extensive understanding of our Customer Service core business processes and technical functionalities and has the ability to effectively communicates technical issues and solutions in non-technical terms to the Business

  • Produces detailed functional requirements, including non-functional requirements

  • Provides oversight for the development of user acceptance criteria, test plans and test cases. Oversees functional/user testing (User Acceptance Testing) and accountable for user sign off of changes

  • Monitors system implementation ensuring user satisfaction and be comfortable with being hands on in support of implemented solutions. – Operational readiness, Implementation/Warranty Support, Production support, Project analytics and reporting

Requirements:

  • 5 or more years work experience in a Business and Systems analysis role

  • Demonstrated organizational, analytical, presentation and interpersonal skills

  • Proven experience with conducting highly complex data analysis and summarizing the data into an understandable format for all levels and audiences

  • Strong understanding of integration points of business and systems processes

  • Proven leadership abilities including effective knowledge sharing, facilitation of open discussions, fairness and displaying appropriate levels of assertiveness

  • Proficient in business and system requirements gathering methodologies, agile methodology and the SDLC processes

  • Excellent listening, understanding, and verbal/written communication skills

  • Must be very knowledgeable and experienced at properly documenting requirements and technical designs, using proper grammar and must be open to feedback from others

  • Ability to communicate highly complex technical information clearly and articulately for all levels and audiences

  • Ability to adapt to a rapidly changing environment

  • High critical thinking skills to proactively evaluate alternatives and present solutions that are consistent with business objectives and strategy

  • Experience in applying research methodology to business solutions

  • Knowledge of systems development concepts and methods

  • Experience with business requirements and business process analysis to ensure IT solutions meet the business needs

  • Experience managing multiple priorities and ability to facilitate adoption of changing priorities

  • Demonstrated negotiation skills and ability to build relationships

  • Excellent communication skills including ability to explain complex technical concepts in a clear and concise manner to audiences with diverse knowledge base.

  • Knowledge of SQL, XML, Webservices

Preferred Criteria:

  • Healthcare industry related experience is preferred. Experience and understanding of Medicare health insurance marketing, sales and enrollment business functions will be plus.

  • Bachelor’s degree in an IT related field or equivalent
