Under the direction of the Chief of Enterprise Architecture, the Enterprise Architect/Program Lead (Enterprise Asset Lifecycle Management (EALM)) will manage all aspects of program management process groups such as initiation, planning, execution, monitoring and closure during the program delivery phase. The Enterprise Architect/Program Lead will manage the defined program scope, develop program charter, develop program plan, lay out detailed work plan/monitor, plan resource needs/assignment, facilitate program deliverable review/acceptance process, preform program risk/issue/change management, develop communication strategy, deliver periodic program progress reporting, maintain stakeholder/customer relationship and expectation as defined. Additionally, the Enterprise Architect/Program Lead (EALM) will extend deep technical expertise validating / confirming various Enterprise Assets Centric architectural perspectives (As is and To Be) such as business, application, information, Data, data quality improvement strategy, integration, asset data governance establishment and Asset Management solution landscape. The work effort will consist of attaining short/long-term goals encompassing overall program management, validation/confirmation of current, future state landscape of Asset Lifecycle Management architecture and solution with gap identification and recommendation aligned with industry standards and best practices.

  • Perform the overall program management which will include program scope definition, program charter development, program plan development, laying out detailed work plan, program monitor, resource needs/assignment, facilitate program deliverable review/acceptance process, management of risk/issue/change, communication strategy development, periodic program progress report generation, maintain customer relationship and expectation as defined
  • Manage the building of various enterprise architectural models and translate it into effective architectural perspective, features, functionalities, etc.
  • Manage the translation of user behavior into structured elements, attributes, process workflows, user scenarios, storyboards.
  • Coordinate business, technology, visual, structural, editorial, cognitive and enterprise strategies
  • Understand the different contexts and provide meaningful inferences with respect to asset lifecycle stages
  • Manage the preparation of the user requirements and use cases and help in solution design
  • Identify risks, mitigation activities and propose remedial measures
  • Manage the design of the architectural models of Asset Management Systems in accordance with the WMATA's strategy and agreed solutions and practices
  • Participate in the Asset lifecycle management strategic discussions and associated architecture process
  • Manage the mapping of business processes within the information flow to the asset life cycle stages - outline the current business processes, information needs, and context
  • Manage requirements gathering for new development and integration projects
  • Manage to define requirements for testing and assess the impact of implementing the proposed solution
  • Coordinate business, technology, visual, structural, editorial, cognitive and enterprise strategies related to Enterprise Asset Management
  • Manage to carry out studies that allow appropriate choices for transversal solutions
  • Develop guidance for securely integrating new systems into the company's IS landscape
  • Manage the Assessment process of potential impact of new solutions on existing or planned architectures
  • Managing risks related to IT and information assets
  • Lead or participate in strategic studies
  • Participate in defining the approach for the evolution and integration of the different business and technological components of Enterprise Information Systems
  • Monitor trends and new technologies in order to identify opportunities for WMATA
  • Foster innovation to create business value
  • Promote value of the enterprise architecture
  • Assess and communicate to the stakeholders a meaningful and usable architecture for their area of responsibility
  • Lead Governance & processes for Maximo improvements related to asset management and work orders
