Our Anti-Financial Crime (AFC) are committed to protecting the Bank by advising on ethical conduct, identifying regulatory solutions and promoting partnership with the business. Given the increasing regulatory scrutiny and the need to implement a robust and globally consistent control framework, an effective Testing & QA function is a key component to the Department’s success.

Overview

As the Head of AFC Testing and QA within our AFC team, you would help protect Bank from financial and reputational losses incurred by financial crimes by assessing, controlling and mitigating risks. You will be responsible for managing the AFC Testing and Quality Assurance program for the America’s region. You would be directly responsible for implementing and executing an AFC Testing and Quality Assurance program that assesses the design and operating effectiveness of the Firm’s AFC control framework. You would also strengthen and align the AFC testing and Quality Assurance function to testing global framework and seek to create sustainable synergies globally for AFC testing and QA and amongst the rest of the testing utilities (i.e. Compliance Testing and Assurance and Testing).

Your Role

What You’ll Do

  • Build and develop the AFC testing and QA programs so that they align with the global testing vision and strategy and ensure it is communicated to staff and stakeholders.
  • Support the Head of Testing (global) and the Americas Regional Head of Compliance Testing in the development and maintenance of an appropriate AFC testing and QA framework to provide the right level of assurance.
  • Lead and manage the operation of the AFC testing and QA functions within the Americas Region specific to the global testing framework and standards.
  • Act as a Key point of contact for all stakeholders including AFC and QA staff, AFC Management, Compliance Management, Business Management, Group Audit and Regulators.
  • Lead/Manage the annual AFC Testing and QA planning processes to ensure that all necessary testing coverage is identified and documented, in order to assess and review compliance with legal, regulatory and internal firm policy requirements. Ensuring that resource implications of the testing plans are factored into the annual planning process and consolidated with the Global AFC and QA Plan.
  • Promote proactive identification of risks, consistency and quality in execution of the plan, and sharing of best practices.
  • Ensure timely execution of the AFC Testing and QA Annual Plan and ensure that all work is completed in accordance with all Global Testing policy, procedures and guidance.
  • Ensure quality of work delivered by AFC Testing and QA teams and timely escalation of issues encountered during the course of testing to Testing senior management (e.g. Head of Testing).
  • Define a people strategy to develop, recognise, progress and retain key staff.
  • Be a role model for the AFC and QA team, delegating appropriately, communicating effectively and giving honest feedback.
  • Provide training and guidance to AFC and QA staff on the requirements of the testing policies and procedures.
  • Advise team members with respect to applicable regulatory requirements to ensure testing is adequately designed to identify potential control gaps and non-compliance with laws and regulations applicable to banking products and services.
  • Support the management of production of regular Management Information for the Americas Region.
  • Support the monitoring of Key Reporting Indicators and Key Performance Indicators relating to the Americas AFC and QA function and ensuring any issues are escalated within testing global and regional management (i.e. Regional Head of CT, Regional Head of Compliance, Global Head of Testing Strategy and the Global Head of Testing)
  • Take the lead on AFC testing and QA projects and be the lead AFC testing and QA representative on projects and initiatives run by other functions and/or mandated by senior management
  • Set goals for team & ensure tasks are properly delegated.
  • Offer feedback to drive improvement.
  • Develop and prepare updates and presentations to senior management and other stakeholders.

Skills You'll Need

  • Bachelor’s Degree a must
  • JD, MBA or Master’s Degree a plus
  • Flexibility to Travel a must
  • Strong knowledge of USA Patriot Act, Bank Secrecy Act, Foreign Corrupt Practices Act and other relevant Financial Crime rules and regulations and extensive experience of working in a AFC, Compliance or Risk and Control function, preferably within a global financial institution.
  • Minimum of 8-12 years’ experience in AFC and Anti-Bribery and Corruption
  • Experience in the financial service industry and in analyzing risk and best practices including the various DB Boards.
  • An understanding of the Financial Crime control frameworks and control functions , risks, and testing/ assurance processes.
  • A background in AFC or Compliance testing or Audit is strongly preferred.
  • Experience of building and managing relationships with Senior Stakeholders and an ability to influence Senior Stakeholders and colleagues.

  • Independent decision making skills but escalate, when necessary.
  • Ability to generate innovative ideas and challenge the status quo.
  • Track record of delivering large, complex change projects / programs in an Investment Banking environment.
  • Proven experience in problem solving, business and data analysis and working on tight deadlines whilst achieving good quality outputs.
  • Structured and organized approach, demonstrating a high level of diligence and attention to detail – ability to ensure high quality and consistency in the deliverables produced.
  • Results orientated and ability to work in a fast paced environment.
  • A positive, collaborative and flexible approach required to operate in a constantly changing environment.
  • Strong working knowledge of Microsoft Office (Excel, Word and PowerPoint).
