In a matrixed environment, serving as a project lead, QA manager, senior data analyst and senior business analyst to implement business intelligence capabilities within an EDW (fact tables, cubes).

Performed in multiple roles, including project coordinator, senior business analyst, and acting quality assurance manager, on an EDW/BI team charged with building an analytic environment and enterprise data warehouse (EDW). Determined priorities, managed scrum meetings; assigned, tracked, and managed tasks for developers, database administrators, and testers. Identified and mitigated project risks. Championed the use of the EDW to enhance business processes, marketed EDW capabilities to stakeholders and customers, and helped positioned the company to enact Affordable Care Act (ACA) measures.

  • Credited with saving over $800,000 on a project by changing the entry point where vendor data entered the EDW, and by suggesting the use of storing reusable, ETL code and MS SSIS/SSRS code components in a common library.
  • Credited with solving a chronic ETL scheduling conflict by directing the use of incremental table updates and virtual reporting tables that reduced nightly load time by 3 hours, thus ensuring there was time to update production tables.
  • Reduced errors and improved data quality by implementing best practices, standardized documentation, and standardized cube development. Created Excel pivot tables for executive reporting.
  • Integrated project management and Scrum methodology to streamline documentation and enable foreign and telecommuting resources to understand their tasks and team objectives more easily.
  • Mentored several ACA project managers in understanding their roles, mitigating project risks and updating them on the project and federal guidelines. Mentored 15 new developers and 3 QA analysts.
  • Played a key role in designing 200+ tables and 4 cubes using Microsoft SSIS/SSRS technologies
  • Spearheaded the build of an inexpensive cross-reference table in the pharmacy system to quickly pinpoint the availability of a generic drug in pharmacies as the pharmacist fills the order, which has the potential to provide customers with $500,000 in pharmacy cost savings per year.
  • Enabled $300,000 to be recouped in 2012 from claims inadvertently paid for ineligible members by recognizing a process gap between the enrollment and claims processing departments and designing a near-real time gap report.
  • Provided the CEO with a simplified vendor management strategy and process.

Brought on board this startup as a member of the senior leadership team to expand application development capabilities, focusing on cloud technology and distributed systems. Managed 90+ resources and global projects. Researched new technologies and assessed the impact of cloud and mobile technologies as they pertained to company capabilities and client requirements. Managed and mentored dozens of developers and analysts on remote and offshore teams. Provided technical expertise for all vendor and federal proposals, service level agreements and contracts. (The company discontinued IT services in late 2011.)

  • Introduced significant changes to organizational infrastructure, which helped the business to mature more quickly, become more efficient, elevate its standing in the marketplace, and enhance product quality.
  • Empowered the company to accelerate the development of distributed systems by introducing a combination of PMI and Scrum project management methodology in addition to standards for SDLC, technical writing, and document management.
  • Acted as lead data architect in implementing a decision-support application, including distributed databases and secured portals to federal and state websites; mitigated risks, overcame organizational barriers, and adjusted Scrum and Agile processes to enhance team functioning, enabling the project to be completed on time and enabling the client (North Carolina Medicaid) to make decisions that aligned with federal reimbursement mandates.
  • Initiated a Capability Maturity Model Institute (CMMI) process improvement effort within the IT organization to help achieve CMMI Level 2, which would allow the company to qualify for a wider range of federal contracts.

Was granted ownership of Oracle’s Analytics/OBIEE BI system and challenged to integrate its use into business processes. Served as project manager and developer to create new OBIEE data universes (star schema physical, logical, and presentation tables in the system’s Oracle RPD). Designed and developed reports.

  • Fueled system growth from 20 users and 30 reports to 300 users and 160 reports in 18 months by defining development guidelines and processes.
  • Led database administration and network services in architecting a more robust data warehouse that contained star schemas used in BI reporting and data mining. Mentored new developers.
  • Generated reports that enabled executives to calculate costs and revenues by linking unrelated tables and filtering dimensions on 48,000 products, which facilitated proactive trending of product and market data, leading to more rapid product introduction in new markets.

Researched potential vendors, prepared RFIs/RFPs, interfaced between the company and vendors. Developed internal and external service level agreements, negotiated contracts, and managed vendors and contracts.
  • Invented a customized, 280-step template for tool acquisition, migration, and implementation, which included the development of a vendor selection ranking system.
  • Facilitated a migration to less costly server technology by retiring several mainframe tools while ensuring technical functionality.
  • Served as a project manager to spearhead the acquisition and implementation of an online documentation system within Medicare subsidiary, including performing a feasibility study, designing the project plan, defining technical requirements, preparing RFIs/RFPs, negotiating contracts, and serving as the sole point-of-contact between vendors, management, and federal agencies.
  • Purchased and installed TextBook for 1,500 users, completing the project on time and within budget.
  • Contributed as a key member of the Florida Medicare Disaster Recovery Implementation Management Team.
