I have experience in Automotive Manufacturing(Toyota), Healthcare(Humana, Anthem, United Healthcare), Pharmaceutical, Pharmaceutical Benefits Management, Banking, Insurance, Gaming, State and Federal Government. I manage every phase of IT projects from inception to post-production support. My development background enables me to be very technical and instrumental in working with architects and developers on design. I'm very analytical and have lots of experience determining and documenting the best project approach. I'm a team builder and very proficient and efficient when dealing with project budgets.   • I managed 9 projects thus at ESI. The projects hadp budgets ranging from $250,000 to $1,430.000. The 1st was a $1.43 million project to develop a Clinical Rules Maintenance Tool. This project developed a tool that enabled users to submit a request for research and receive information back regarding impacts to clinical rules, rule groups, Product IDs and Clients. The tool utilized data from various sources. Output options were on-screen and Excel. The design entailed MULE Application Layer (front end Service), MULE Enterprise Layer (back end Service), Oracle DB – Data Layer and Ab Initio back end Services. My 2nd project at ESI involved an enhancement/fix to an existing production application. It was a $500,000 project that we were able to complete for $300,000 by leveraging knowledge and deliverables from previous projects. For all the projects I managed the development of requirements, design, phase gate documentation, provisional and execution funding, work breakdown structure and all pertinent artifacts associated with managing projects at Express Scripts. Extensive use of Clarity was necessary for project status reporting, project budgets, resource management and work breakdown structures.

  • I managed a project to migrate Georgia federal employee business from the QCare system and its supporting applications to the Streamline system and its supporting applications. By retiring the QCare system the organization was able to avoid the expense of the remediation of the QCare system that would have been required to comply with the ICD10 federal mandate. The project had been underway for 1.5 years when I came onboard. My responsibilities encompassed 16 Enterprise teams. PlanView was used for budget and resource management. The project had 2 implementations (June 2013 & August 2013). I also managed a federally mandated Medicare project. The project involved Medicare Model 4 Bundled Claims Compliance. Due to a very short window before the mandate went into effect (10/1/13), a short-term manual solution was required for each claims platform. The first goal was to determine how the 6 Claims platforms would react to Model 4 bundled claims. Short-term solutions were determined, tested and documented for each platform. The project then proceeded with requirements, development, testing and ultimately implementation of the long-term automated solution.

  • I managed a project to move all System letters from the mainframe platform utilizing DTM application to generate letters, to the AS400 platform utilizing xPression to generate the letters. This project was managed utilizing a combination of SDLC Waterfall and Agile methodology. Agile was used for the .Net development effort. This project was part of an overall program to migrate from the mainframe to the AS400. I created the project plan/schedule and managed it in the project database. The project involved mapping data from the original system, generating XML, utilizing BizTalk to trigger the service, making the xPression call and running the XML records through xPression. xDesign was used to design the new letters. Barcoding was also part of the process within xPression. In some instances attachments were added to the documents as they flowed through xPression. Cintas was used for document archival and retrieval. I also Managed a project to produce government mandated SBCs(Summary of Benefits Coverage). All health plans must provide an SBC to eligible participants at important points in the enrollment process, such as upon initial enrollment and annual renewal. This project also utilized xPression for document generation. My responsibilities also included maintaining all project documentation in SharePoint.

  • Responsibilities involve managing a project to migrate an acquired company from its current Healthcare provider platform to Humana’s in-house platform. This project involves managing 18 IT Sub-Areas(15 SDLC Waterfall teams & 3 Agile teams) and the Business community to map out a process, scrub data and begin the production migration of over 1000 groups and the associated members. My responsibilities include maintaining the project budget in Clarity and maintaining the project documentation in SharePoint and eRoom.The project includes the development of a very detailed project plan that encompasses all tasks required to perform the discover process, build required new products, setup new groups (Large Groups and Small Groups), create a cross-reference control file and migrate the member base to the appropriate new groups setup on the Humana side utilizing the cross-reference control file. The project plan also tracks the detailed status for each IT Sub-Area by the multitude of major features and functional requirements defined in the Software Requirement Specification.

  • My responsibilities involved managing projects that support the Data Warehouse for a major command of the United States Department of Defense. I was sometimes called on to perform basic Cost Benefit Analysis to determine if some projects should be undertaken and if they should be undertaken what approach should be taken to achieve maximum efficiencies. At various milestones of the projects I led meetings to present project status and discoveries to project sponsors, IT leadership and team members. These meetings included presentations utilizing Ms PowerPoint. As Project Manager, I was responsible for various types of projects including ETL (Extract Transform Load) utilizing IBM InfoSphere DataStage (including upgrades of DataStage) and IBM InfoSphere QualityStage for data cleansing, Hyperion (including upgrades of Oracle Hyperion), OBIEE (Oracle Business Intelligence Enterprise Edition) and many others. I met with the various segments of the command to determine the best design approaches to meet their needs. Responsibilities include working with the customers to determine and document their requirements (utilizing CaliberRM), producing various project artifacts including Project Management Plans, Project Announcements, Quality Gates, Risk Assessments, Requirements Design Reviews (including Preliminary and Critical), Test Readiness Reviews, Deployment Plans and After Action Reports. Many of the projects involved the development of reports via Hyperion and dashboard creation via Hyperion or OBIEE. I also worked with the Process Improvement and Quality Assurance Teams to improve quality and processes according to the CMMI and ITIL principals.

  • Lottery IT topography consists of an eclectic mix of integrated hardware and software components. Public access is provided by Web based applications that utilize J2EE application servers utilizing both content management systems, as well as standard Java Based Web applications. These systems also interface with RDBMS and other legacy components located on backend iSeries machines. Responsibilities involved managing projects that support all the business units within the Kentucky Lottery Corporation. Most of the projects involved various versions of the SDLC methodology (Waterfall-original and Fountain). Some projects required more of a RAD development methodology approach (utilizing prototyping). I managed the projects from the idea phase to the post implementation support phase. All projects were managed in accordance with PMBOK and ITIL (IT Infrastructure Library for service delivery and support). I led a variety of projects including software integral to retailer management, information security, new game development, and various other applications. I functioned as the primary IT contact for the JD Edwards suite of applications. I also managed projects relating to ISO certifications, IVR, VPN, Websites, and infrastructure including i5 OS upgrades. I was responsible for ascertaining the needs and desires of the various business units throughout the organization, and documenting them in the form of a business requirements document. After the project sponsor has approved the business requirement documents, the approved business requirement documents were reiterated by producing functional requirements documents. The functional requirements document was more technical in nature and required approval by the business unit and the IT department. After approval of the functional requirement worked with the appropriate IT subgroup (Software, Network Services, Systems administration) in the development of the technical specifications document and test scripts to be utilized by the development team and QA. The technical specification documents were internal documents not consumed by the business units. Many of the projects required Subject Matter Experts (SME's) from multiple business units. Responsible for making sure that all the business units were represented and to ensure that all tasks assigned to the team members were completed on time. Some projects required the use of contract developers or infrastructure experts and some required entire external teams.
