Leslie “Les” Spain has more than 33 years of engineering and management experience featuring ever increasing responsibilities and growth. He is a highly experienced Project Manager and Lead Systems Engineer with a record of program wins and successful major system development projects. Total responsibility for cost, schedule, and performance. Mission Management was recognized for highly successful Preliminary Design and Critical Reviews by the Harris and the NOAA/NASA customer and a principal contributor to superior award fees. This success was obtained while Mission Management has undergone the largest amount of program change (growth) as design and development efforts have proceeded.

Served as Harris Mission Management Architect for the Preliminary Design and Risk Reduction (PDRR) Proposal and as part of the Boeing/Harris GOES-R team during the GOES-R PDRR contract. Led and conducted extensive risk reduction trade studies and design analysis for GOES-R across multiple design disciplines in conjunction with Boeing El covering a wide range of technologies including  flight control, satellite maneuver planning and attitude control, payload control, and extensive RF uplink/downlink functions. Recommended strategic partnerships and products for Harris in Satellite Flight Control and Flight Dynamics in support of the GOES-R pursuit. Served as a key member of leadership and pursuit team for the GOES-R proposal process following the separation of the space and ground procurements. Directed and presented multiple demonstrations /presentations to management and NOAA/NASA personnel during pursuit. Led the preparation of the Architecture portion of the GOES-R proposal that was awarded a Purple (highest) rating. Crafted responses to government questions that were instrumental to the GOES-R win.

Led study proposal for Swedish Government Procurement Agency for commercial equipment based transit cased satellite communications ground station for rugged multi-service applications. As Senior Advanced Programs Engineer assisted business development in multiple international pursuits relating to NATO, Italy, the Netherlands, Norway, and the UK. These activities included pursuit strategy development, cost estimates, technology assessments, presentation preparation, and presentation to a number of international customers both in Europe and in Florida. Employed a wide range of Harris technologies and capabilities for customer solutions including fixed and mobile ground stations, dish and planar arrays, media management software and secure communications equipment. Assisted and participated in US delegation discussions between the US, France, and the UK for a NATO procurement of anti-jam modems.

For the Defense Advanced Research Projects Agency (DARPA), led various micro-imaging and micro-sensor development efforts for tactical use. Lead a micro-sensor technology initiative combining multiple university and industrial consortium partners to introduce new technology into US Army applications. This effort involved the evaluation of multiple university research efforts in various sensor, signal processing, and communications projects for the Army Research Laboratory.  Directed development effort on a canard based Steering Control System for a joint Army/Navy Competent Munition Advanced Technology Demonstration using GPS to eliminate dispersion errors for 5 inch and 155mm artillery projectiles.
