I started my tenure with the US Coast Guard in the year 2010 as an Information Systems Project Manager. I have retained my professional relationship with the establishment, successfully earning two sizable promotions due to my diligent work ethic and result-delivering nature. As the Regional Manager of Contingency Logistics, I spearhead operational, logistical support to the entire Pacific Region. This includes support for contingency operations, deployable units, ship port calls, and national contingency policy management. Half of the year, I spend engaging with over 80 stakeholders in collecting lessons-learned and best practices to incorporate them into annual updates to national policy. The rest of the year I was in a deployable status where I would either: help establish emergency operations for federally-declared emergencies, or provide Logistics subject matter expertise in the sustainment of a Logistics Section (this included IT equipment/support functions, Communications Equipment, Food Operations, and Personnel Support). When I was not highly engaged, I mitigate remedial action items that were identified as organizational shortcomings in mission support. Finally, I developed and maintained the unit’s SharePoint site. Select accomplishments: •Acquired the revered federal certification as a Logistics Section Chief under the National Incident Framework for emergency response. •Provided oversight to over $1M in acquisition and asset transfers during large-scale emergencies. •Co-planner and event evaluator for three full-scale continuity of operations exercises. •Developed a SharePoint site for operational units to acquire essential services while in foreign ports. •Was selected as an organizational finalist in the US Coast Guard’s Workplace Improvement Program. •Recipient of the Coast Guard Achievement Medal.

As the ranking IT Chief, I was directly responsible for the Program Management of physical and personnel security and approval of all configuration changes to the IT systems. I functioned as an organizational liaison to International/Federal/State/Local working committees to address interoperability between agencies, and I was also the Chair of the Cybersecurity Committee. I supervised 6 direct-reports, who all had different roles within the IT discipline and balanced the departmental budget. My daily responsibilities demanded my attention over a plethora of IT functions for the US Coast Guard: drawing daily work lists, delegating work, facilitating departmental meetings, presenting status briefings to upper management, and monitoring the status of all Coast Guard IT systems in the region. During this tenure, I kept abreast of market trends and emerging technologies, displayed exceptional leadership and training skills, and mentored each of my direct-reports into resourceful professionals. Select accomplishments: •Identified and mitigated cyber vulnerabilities to a $1.3B maritime commerce system. •Provided subject matter expertise and recommendations to an international telecommunications interoperability committee report. The findings in this report were then adopted by the Federal Communications Commission (FCC) and Industry Canada (IC) to improve coordination between multijurisdictional law enforcement agencies. •Led staff to earn the highest possible rating in over 5 years from the US Dept. of Defense electronic information security compliance inspection. •Saved the government over $200K in taxpayer funds by replacing obsolete technology. •Received an annual award for historical preservation efforts from the Foundation for Coast Guard History. •Recognized as a nominee for the highest award for IT professionals in the US Coast Guard—The CDR John P. This facility is the largest of all the U.S. Coast Guard’s data centers. I was entrusted with providing contractual oversight to software developers who provided cradle-to-grave services enterprise business systems. I helmed three software development teams with approximately 12 personnel per team. Additionally, I was the education and career counselor for the department. This entailed providing all administrative tasks associated with personnel’s professional development. My daily activities entailed managing all aspects of the Software Development Lifecycle (SDLC). Specifically, this meant monitoring system readiness, facilitating team meetings, approving new software features prior to release, tracking burn rates, tracking ticket resolution, and providing system status updates to external stakeholders. Select accomplishments: •Leveraged team expertise to orchestrate an automated logic sequence to reduce manual intervention. The results streamlined processing by ~40% and avoided $1.3M in future workforce costs. •Introduced a virtual chat environment, which maximized travel budgets, brought relevance to recruiting efforts and produced over 500 quality candidates for employment. •Coordinated stakeholder interests into a $336K time-compliant task order to yield a long-term strategy for the major IT business system. Results obtained approval from the CIO for reallocation of $1.2M annual system funding to other projects. •Revamped business processes to reduce costly system trouble ticket resolutions by 423%. •Brought the projection of a plummeting project to the CIO’s attention, which saved the department millions of dollars. •Led two of my three teams to win back-to-back ‘Team of the Quarter’ Awards. •Won a unanimous vote to become President of a 200-member chapter of the Coast Guard Officers Association; significantly reduced overhead costs and increased member throughput in the workplace by 10%.
